The idea: each answer adds a tag to the respondent's contact record; a segment “list you sent to, without this tag” gives you the ones still missing. The reminder only bothers them.

In three steps

  1. In the survey, link the email question to your contacts and add a tag for the survey (“Feedback received”): connect a survey to your contacts.
  2. Send the survey in an email campaign: the recipient's address is already filled in.
  3. A few days later, create the segment “campaign list, without the tag” and send it the reminder.

A survey made non-identifying (no name, no email, no link to your contacts) does not allow this targeting: in that case, send the reminder to the whole list, pointing out that those who have already answered can ignore the message.

More tips for getting more answers: improve survey participation. A complete example with immediate and follow-up evaluation: training satisfaction.
